Is the dog allowed free roam unsupervised or is the car chasing only an issue because she slips out of the kennel before you can leash her?
As far as slipping out of the kennel....
Have her sit before you open the door, slowly begin opening the door but be ready to quickly shut it again. If she gets up as you begin to open the door shut it quickly, wait a few seconds until she sits again and repeat. Do this over and over until she remains sitting until you get the leash on her and give a release word or gesture.Practice this everytime you are getting ready to take her out of the kennel so that it becomes a habit for her to sit and wait for you to leash her instead of just darting out.

no, shes only allowed to roam, well shes not allowed, but when she escapes she goes in the road and runs from me!
sumtimes i can tell her to back up and she does... thats only sumtimes though .:) thankyou 4 the info. i will start doing that. do i need to give her a treat 4 sitting? when she backs up when i tell her to she gets a good brushing and plays with the toys she has.

You can give her a treat if you want to but the real reward is getting out of the kennel so treats aren't actually necessary.

so i can give her the treat and let her out side of the kennel when she sits and i put the leash on? but the treats not really important with that?

Correct. Her reward for sitting until being released is access outside of the kennel. Rewards can be anything the dog really wants at the time. Your dog wants to get out of the kennel, right? So you can use it to your advantage.
I'll give you an example of something I did with Natalie. Natalie likes to lick the cats plate clean after I give him canned food. I feed him in the bathroom so the other cats and dogs can't eat his food. The second I would open the bathroom door Natalie would barge through, trampling the poor cat who was on his way out and practically knocking me over.
This is what I did.....
I used access to the plate as a reward for her compliance. I stood at the bathroom door with Natalie and told her to sit. I began opening the door and she got up, I closed it and just waited.....until she sat down again. I attempted to open the door again and she got up so I quickly closed it and waited patiently for her to sit again. She sat so I opened the door a little, she remained sitting so I continued to open it, she got up so I blocked her from entering with my leg and closed the door. Again, waited for her to sit, she did I opened the door. She remained sitting and looked at me waiting to see what I would do next. I said "OK" and allowed her to enter the bathroom to lick the plate. I later added the cue "wait".
Now when I go to the door with Natalie she automatically sits and looks at me I say "wait", I open the bathroom door, the cat comes out, I say "OK" Natalie goes in.

I would tell her to "sit" as you approach the pen door. Only once she is sitting, should you proceed to open the pen door.
Good luck. :)

okay ladys gotten better now. kory my cuz can now ride bye and yell out my name when he sees me and i'll wave back now without having any problems outta her chasing him she may bark at him but shes gotten better. he can also walk across the road to come over here and she will sit at the edge of the hill and wait for him. i throw him a treat when shes not paying attention and when he comes in the yard he gives it to her and pets her. im so glad i can now actuall wave back at him instead of have to hold lady back.
