How old is the dog? What breed? How long have they had it? When did it start this?
I would try NILIF (Nothing in life is free) Not food, not treats, not cuddles or rubbings. they need to establish who is in charge.

the dog is around maybe 7 mnths and they found him when he was 3 mnths old and this is just starting as he gets older and hes outside more. hes a mutt big mixture. they pop him and tie him up outside. hes cool with it but, when they go out to get him he jumps at them wanting to play and hes hurt the brother which is 6 yrs old........
hes got marks on him where the dog scratched him.........

Then I think the dog needs training. A dog is not just going to know on its own not to jump or anything.
What do you mean by they "pop him"?

no the little boy stays away form the dog as much as possible cause whenver the dog is around the dog wants sumthing and theres no telling what it is.
when im over there always putting him out side so if he tried to bite me or have an idea about that then he cant. my dady will not let me go over there but they do not understand i can approach the dog and pet him but they think since he attacks the boy and the boys there all the time then he wont like me but ive always pet the dog and fed him when i wake up if im the only one so that my cuz wont have to. anyway i can help them train this dog that biteing is not allowed instead of me or one of the others having to woop him and tie him up outside?

Hitting a dog and then tying it outside accomplishes nothing. A dog is not like a child in the sense that you can't ground it like the child and expect it to remember what it did wrong. Dogs, especially puppies, have short attention spans. Plus, they're teaching it that being tied up or outside is punishment... the dog's never going to want to be outside or tied up because any time that happens it will associate it with punishment.
I'm not quite sure what you mean by "attacking" either. Is the dog being full-on aggressive? Is it drawing blood? Or might they be mistaking really rough play for aggression? Some dogs don't know how to play gently right off the bat. Plus, some play very loudly. My dog, Eevee is very vocal when she plays. Very very loud. And the puppy I just got has come with a nipping problem which I was expecting and plan to train out.

okay, i went over there this weekend and the puppy was anywhere around the boy as possible but would not touch him but then when his friend came over they were playing video games and the puppy just latched on to the little boys arm and he would not let go. he was growling but not aggresivley. i grabbed the puppys mouth and said no in a firm voice and he let go and looked at me. the puppy them left him alone and has not went anywhere around him all day long. my cuz is suppose to call me and tell me how the puppys done. there taking the puppy to the pound if he does that again. please help!
