I have a friend in the UK that owns an American Bulldog. His dog has a problem bleeding near the tail and spots have appeared. He has been to the vets in the UK but they seem not to know anything of the breed. Anyone help? Please email me at <removed> as soon as possible if ya can help.

I would get a fecal analysis done to rule out parasites. Could be Giardia, Coccidia etc. not sure about your climate there but that would be my first step. If that comes up clean I would look into tests for enteritis or GI tract damage.
Start there...breeders don't always know about health issues, some do, some don't know anything but it can't hurt to talk to them.
As far as the breed...if your vet doesn't know it, it is time to get a new one and most times in health issues it is not a congenital characteristic of the breed but an acquired one from anywhere. I strongly suggest a fecal to start.
